新北市長朱立倫今日表示，關於郭董提議在淡水設博弈區，指的應是「綜合娛樂園區」，與離島博弈特區是不同思維。朱立倫表示，在都會化的地區設置綜合娛樂園區，可包括會展、娛樂、休閒、觀光及飯店等不同元素，如果中央修訂法律將博弈放進娛樂園區的話，將更具競爭力。綜合娛樂園區是新一代具有吸引國際觀光客、更具有競爭力的做法，至於娛樂園區內的元素，可在修法時，以更宏觀、更開放的態度來討論。

朱立倫表示，綜合園區的重點在於土地的取得，新北市土地範圍比較大，在大台北地區具有優勢，不僅淡水、林口，若淡江大橋完成，包括八里、三芝等地區都可以考慮。
